JOB TITLE: FACILITIES MANAGER
DEPARTMENT: ENTERPRISE RISK & FACILITIES – APAC – JAPAN FACILITIES
LOCATION: JAPAN
CONTEXT
As part of Enterprise Risk & Facilities, Global Facilities is responsible for all the Medtronic property portfolio spanning from commercial asset (Corporate offices and Sales offices) and non-commercial assets e.g. (Manufacturing plants, Technical Service Centers, R&D laboratories), by partnering with our peers spanning from Facilities Management, Workplace Services, Real Estate, Design, Workplace Strategies, Capital Project Delivery, Environmental Health & Safety, Crisis Management and Business Continuity.
MAIN PURPOSE OF JOB
A seasoned Facilities Manager, based out of our Tokyo HQ/ Osaka office, will have several direct reports and a team of outsourced vendors, and manage commercial and non-commercial asset, Service Centers in Japan. He/She will be the business partner to the stakeholders to understand their business model, occupancy space needs and to promote employee workplace experience thru’ digitalization and innovation services.
He/She will report to Sr Facilities Manager based out of Tokyo and Together, the team will develop facilities/office policies, stakeholder engagement and vendor management in Japan
MAIN JOB DUTIES/RESPONSIBILITIES
Main job duties / responsibilities are categorized into 3 main areas
FACILITIES MANAGEMENT
- Translate and implement strategic Medtronic Facility Operations & Real Estate objectives, assure timely follow up, reporting and completion
- Manage the delivery of workplace services (additions & alterations, soft & hard services, space management);
- Manage facilities operating expenses budget, forecasting, variance reporting and accrual management;
- Regularize vendors contracts and ensure compliance to Medtronic Global policies;
- Explore and implement efficient ways to improve facilities services thru’ digitalization;
- Collaborate with vendors to drive and achieve cost efficiency thru’ partnership;
- Develop and maintain regional procedures related to, for example, office policies, physical security, technical building requirements and facility services. These regional policies should reference across the global Medtronic policies;
- Ensure alignment of Facilities Operations & RE strategy with the Manufacturing and Sales Strategies for the region;
- Work with and manage the relationships with external suppliers of facility services such as cleaning, physical security, waste management, catering, building & equipment maintenance etc;
- Ensure compliance with standard Medtronic Corporate policies, procedures, Quality-standards, Code of Conduct and household rules. Apply EHSS (Environment, Health, Safety, Security) rules and regulations, in collaboration with Japan EHS.
CAPITAL PROJECT MANAGEMENT
- Active participation thru collaboration with Global Facilities Construction PMO, Real Estate and Design team on regional capital projects from inception, design development, vendors selection, construction delivery to project closure;
- Active participation in the tendering/bidding process, in collaboration with Indirect Sourcing to ensure the appropriate vendors/suppliers are procured;
- Ensure all the projects close out documents were handled over duly upon project completion in order to develop the facilities maintenance schedule;
- Collaborate with APAC Facilities team in the development the Facilities & Real Estate Capital Strategy Plan (medium to long term), in engagement with the business
TRANSACTION MANAGEMENT
- Collaborate with Global Real Estate and its Real Estate brokers to support site inspections and site selection to gather information for stakeholders to make decisions;
- Support the administrative process in lease sign by facilitating amongst Legal, Finance and key stakeholders

JOB QUALIFICATIONS
- Bachelor Degree in Facilities Management, Engineering, Business Administration or a related field
- Minimum 7 years of business, Facilities, Corporate Real Estate or Services experience
- Experience in workplace strategies and change management
- Good knowledge of the facilities and real estate market
- Experience in project management
- Experience in people management
- Experience of leading cross functional enterprise-wide projects with high impact
- Fluent in English and Japanese (discussions in both languages will regularly occur)
- Certifications in PMP, CFM, IFMA, Corenet are nice to have
JOB EXPERIENCE
- Experience in participation in all stages within a Real Estate Cycle from Transaction to Project to Facilities Management
- Experience in vendor/supplier relationship management
- Experience in Procurement/tendering/bidding process
- Experience in workplace change and move management
- Experience in Financial management - budgetary development, tracking, reporting
SKILLS/COMPETENCIES
- A self-motivated leader with excellent people management skills
- Strong in building business case, leveraging on Microsoft tools e.g. powerpoint, excel, Power BI
- Strong analytical and planning skills
- Strong and demonstrable project management skills: planning & coordinating, communicating & influencing, relationship building, achieving milestones, resolving issues and managing risks
- Strong presentation and communication skills in Japanese and English
- Excellent partnering, collaboration and influencing skills in highly matrix organization
- Experience in understanding in Healthcare Quality requirement is a nice to have
